PM Poshan plan - An Introduction.

The National Programme of Nutritional support to Primary Education (NP-NSPE) was launched as a centrally supported scheme on 15th of August 1995. This School meal programme is popularly known as PM Poshan. The PM Poshan in Bihar was also started way back in 1995. The main objectives of PM Poshan are :-

i. To provide hot cooked PM Poshan to each and every child attending Government/Government aided Schools, EGS and AIE centers, NCLP including Maqtabs and Madarsas.
ii. To enhance enrolment, retention, attendance of the students and simultaneously to improve nutritional levels amongst children.
iii. To protect children from class room hunger.
iv. To motivate children belonging to disadvantaged sections to attend school on a more regular basis and also to help them to concentrate on school and class room activities.
v. To improve socialization among the castes and to enhance gender equity.

In Bihar from 1995 to 2002, 3kg dry ration was given to each child per month under the scheme. In 2003-04 cooked meal was introduced in 2532 schools as a pilot project covering 30 blocks of 10 different districts. From January 2005 hot cooked meal was being provided to all the primary schools across the state including different learning centers. In February 2008 PM Poshan was extended to upper primary level, thus covering all the children from Class I-VIII. The ingredients and the quantity to be supplied in PM Poshan is as under :-

PM Poshan scheme is successfully running in 70,238 schools across the state covering more than 10 millions children from class I to VIII.

One of the pioneers of the scheme is Madras that started providing cooked meals to children in corporation schools in Madras city in 1923.The programme was introduced on a large scale in 1960s under the Chief Ministership of K. Kamaraj. Thereafter, the programme saw a major thrust in 1982 when Chief Minister of Tamil Nadu, Dr. M. G. Ramachandran, decided to universalise the scheme for all children up to class 10.Tamil Nadu's mid-day meal programme is among the best known in the country. Less known, but equally interesting is the history of Pondicherry, which started universal school feeding as early as 1930.

There is an interesting story about how K. Kamaraj got the idea of a noon meal scheme.He saw a few boys busy with their cows and goats.He asked one small boy, "What are you doing with these cows? Why didn't you go to school?" The boy immediately answered, "If I go to school, will you give me food to eat? I can learn only if I eat." Several other states of India also have programmes.The most notable among them is Gujarat that has had it since the late 1980s.Kerala started providing cooked meals in schools since 1995 and so did Madhya Pradesh and Orissa in small pockets.On November 28, 2001 the Supreme Court of India gave a landmark direction to government to provide cooked meals to all children in all government and government assisted primary schools.The direction was resisted vigorously by State governments initially, but the programme has become almost universal by 2005

Most populous state in India, Bihar, is experimenting with IVR ( Interactive Voice Response) system to monitor implementation of Mid Day Meal scheme. After mobile phone boom in India, telephone connectivity has reached almost all villages, small towns in India. Outbound IVR makes outgoing to calls automatically during midday to teachers of primary schools and prompts to enter number of students present on that day. Their response is recorded using DTMF (Dual Tone Multiple Frequency) or telephone keypress and recorded in government website automatically.
